Free local elections, restored in 1990, became one of the greatest successes of the Third Republic of Poland according to reassurance made by politicians. On the other hand, analyzing this problem in its small part - elections to the Municipal Council of Bydgoszcz - it can be easily concluded that neither electoral committees nor candidates had risen above a decent level of rhetoric or persuasion, considering that they had eight occasions to do that. If there were cases like that, they disappeared in the ocean of pathetic slogans.
