Экологическая неоконвергенция: от теории к практике

Abstrakt

Надвигающаяся экологическая катастрофа вследствие усиления антропогенного и промышленного давления на окружающую среду принуждает государства сближать свои позиции и политику по ее защите, что ведет к развитию экологической конвергенции. Данный механизм лежит в основе формирования национальной и глобальной экологической политики. Это актуализирует изучение его основных тенденций, направлений и форм с точки зрения прогнозирования мирового развития в первой половине ХХI в. На основе анализа теории экологической конвергенции и последних тенденций международного сотрудничества делается вывод о начале нового этапа сближения государств, которому присуще сохранение старых и генерирование новых форм межгосударственного сотрудничества. Вводится понятие неоконвергенции, как новой формы сближения государств. Рассматриваются преимущества для разных групп государств от участия в экологической конвергенции. Анализируются их успехи на пути сближения позиций и политик в экологической сфере (2004-2014 гг.) и главные проблемы систем оценки этого процесса.
